    You can add the following CSS code.

    #wc-comment-header {
      padding-top: 0;
    }
    #comments {
      margin-top: 10px;
    }
    

    Also, change the margin-top value as your requirement.

    Good day, please I want to limit the no of comment by a registered user to 1 comment per post. I posted this code in the theme’s comments.php file, but did not work.Please how do I go about it.

    Changing the code of theme’s file is not recommended.
    You can create a child theme and add your own code.

    Create a file comments.php and copy all the code from comments.php file of our theme and replace the following code at the end of the file:

    <?php comment_form(); ?>

    with:

    <?php
    $is_commented = get_comments(array(‘user_id’ => $current_user->ID, ‘post_id’=>$post->ID) );
    if($is_commented) {
    // give the user a message saying he already have commented
    } else {
    comment_form();
    }
    ?>

    This might be caused by Jetpack plugin’s photon.
    So, try disabling photon feature.
